Fix lnet_select_pathway() to handle the routing cases correctly.
The following general cases are handled:
. Non-MR directly connected
. Non-MR not directly connected
. MR Directly connected
. MR Not directly connected
  . No gateway
  . Gateway is non-mr
  . Gateway is mr
