It happens on all machines that I boot that kernel on, if that is what you mean.
As far as I can tell, the other /proc/sys/lnet entries are correctly populated.
ls /proc/sys/lnet/
catastrophe console_ratelimit debug_path printk
console_backoff daemon_file dump_kernel subsystem_debug
console_max_delay_centisecs debug memused upcall
console_min_delay_centisecs debug_mb panic_on_lbug
