Iptables is already turned off on all servers

I believe The LNET modules communicate through Port 988 the tcp sessions show "ESTABLISHED" between the MGS ,Client  and the OSS on that port

Hmm.  I was hoping that the MGS would have some info in the log messages that might shed some light on the error.  The fact that the MGS logs do not contain anything might be an indicator that the client's request is not making it to the MGS  (or at least not to the Lustre threads running on the MGS).

Since this is using TCP for communication, have you double checked that there aren't any firewall rules that might be blocking traffic?  If you are running iptables, you might want to just stop it on the servers and the clients to see if that helps.
