[lustre-discuss] lustre-ldiskfs-dkms requires zfs if present

This change https://review.whamcloud.com/c/fs/lustre-release/+/62161 seems to
have introduced a bug - adding a ZFS BUILD_DEPENDS regardless of the type of
Lustre DKMS package. I think the BUILD_DEPENDS logic needs to be more nuanced.

You could revert that patch locally until we develop a proper fix.
