Dear Greg,
I'm not using lustre on Debian - nor Ubuntu but I did build patchless
packages successfully (however I never tried using them).
So just for testing I cobbled together small adjustments from the Ubuntu
config for Debian 13 with Lustre 2.17.0 (and a hardcoded kernel version
in the bash script).

You can possibly use the combination of the Dockerfile and the bash
script to build a working version for yourself.
