The time zone TLA's are local conventions. CST is meaningful only in
the US (or China).
That's why the phonetic alphabet is used for the canonical names, though
the referenced map didn't spell out Mary and Yankee. (Time zones with offsets
of +/- 12 from Zulu.)
Speaking of TLA's, I'm sure this is TMI. :)
